Who are the Avatars of Gotham and Metropolis?

Jack Hawksmoor can talk to cities in an astral plain type setting. I was wondering who the avatars of Gotham and Metropolis look like to them?
Gotham looks like a cross between the Joker and Batman to me. This might have odd implication as to why the Joker and Batman don't die.
Metropolis looks like a cross between Lana Lang and Lois Lane to me. This would put an odd spin on Metropolis being in love with Superman.
