The only answer I can come up with Starfleet during, Star Trek: Enterprise's "Regeneration" had to easily of time beat them. Trek: Enterprise's "Regeneration” Starfleet face them and defeat them once with very few lose. Unlike many other conflicts that UFP face.

We can't be certain that the timeline post-FC goes exactly the way it did before the Borg attempt to stop first contact between Earth and Vulcan in 2063. The "Regeneration" episode is effectively a sequel of sorts to that movie. The second time the Federation would have had notice of the Borg is after the E-B rescues the El-Aurian refugees and just a decade before the E-D's contact with the Borg, the Hansons, as recounted in VOY's "Dark Frontier", had gone out on a Federation approved expedition to examine the rumors about the Borg.

One possibility is that since Section 31 had existed prior to the Federation, it was responsible for supressing information on the Borg's existance, perhaps to prevent a panic, or to prevent contact with them until the Earth and later the Federation was sufficently advanced enough to deal with them.
