Trek Canon

It's been sometime since I've looked over it, but how canon are the TMs? Viacom Senior Director Harry Lang seems to think they're canon. Although it was briefly brought up in an old thread on SB.com, it was quickly dropped. That said, are the TMs (semi)-canon and should we take the Senior Director's words over that of an employee? Personally, I've sort of thought that it would be best to follow the higher ranking official, but was there any sort of contradictory statement regarding the TMs?

What I want is rather irrelevant. It's what is. Either they're canon or they're not. Thus far there's a quote that they are and nothing that I know of that says otherwise.

The TNG and DS9 TMs come with the cavet that while they are "offical", they are not necessarily "canon", and that much of the information in them is "disinformation" intended to confound threat forces as to how much Starfleet knows about their capabilities, or given away information about Starfleet's capabilities to them in return.

The Lang quote is old, and from a lower-ranking guy at Viacom Consumer Products (a Licensing outfit) who was helping out with the Star Trek Online game. More about this is here.

Also, shouldn't this be moved to the forum dedicated more to the topic?
