Hardly. The Federation has other very dangerous enemies out there, and having phase cloaks and transphasic torpedoes ready for future dealings with the Borg are now critical. Plus there may be vengful remnants of the Romulan Star Empire who will probably take a similar attitude towards losing Romulus as Nero and his crew did.

But then why weren't they develloped during the DW, when they needed them the most?
The cloaks, I can understand, they were still at peace with the Romulans, but the transphasic Torpedoes and Batmobile armor?
They would've helped greatly in that war, yet we didn't see them...

Because you're being a bit anti-chronological in your thinking.... the armor and transphasic torpedoes were a product of
Voyager's original timeline long wandering back through the remainder of the Delta and into the Beta quadrant when Janeway decided to avoid the Borg transwarp conduit network. Even in the altered timeline, the Federation only possesses this just post-Dominion War, and whether or not it remains shelved as a temporal directive violation, or is being made use of is something we may very well will never know.
Does Section 31 have phase cloaks? Possibly, but again anything we come up with will be mere speculation.

I would consider the destruction of vulcan amoung other things like the fleet ships that first arrived a rather large temporal violation, how can they justify slapping a captains wrist for using advanced tech while ignoring a gigantic shift in the entire time line and the future of the federation?.

Except how would the Section 31 of the 2230's and 50's know about technologies that will not be invented for another one-and-a-half centuries? As far as restoring the timeline is concerned, that was probably done in the Prime Timeline, but this is now an alternate reality like those seen in TNG's "Parallels".
