Except that Palpatine used the Force against other Force users, not against true telepaths and empaths, which is what Betazoids are. Star Wars EU material even makes a clear differentiation between the two abilities. Also remember that the Sith gaining accendancy over the Jedi finally in RoTS was the will of the Force as much as it was anything else, just as ultimately the Sith were destroyed once and for all in RoTJ was also the will of the Force.

The Sith actually survived beyond Return of the Jedi. According to the "Dark Empire" comic book series, Palpatine returned from the dead and unsucessfully tried to restore his Empire. He was defeated by the combined efforts of the Skywalker twins.
