The Klingons had more that 2000 ships in the dominion war, they were able to adapt over 1500 ships to the Breen's energy dampening weapon within one day. I am not suggesting that the Klingon Empire would maintain control over all of the Federation, merely that they would destroy/capture its government structure, major resources, and major ideals centers, so for a while it would be non existent. Essentially shattering the foundation of the Federation in the hopes that it would not return to bother them again. Also, in the pre-Dominion War Klingon wars, it seemed that the Klingons took on the Cardassians without a problem, it was only after they engaged the Federation in combat at the same time that they began to over stretch themselves. This lead to the eventual cease of hostilities on both fronts.
