Well, ugly by TV standards. Everyone is supposed to look good by regular standards. You can't argue with taste, but still...

I think she looks normal. It's her voice, erratic decision making and dubious moral values that I hate...

The gravelly voice is likely the result of actress Kate Mulgrew's cigarette smoking. Don't know if she's quit by now, but she was a smoker at the start of the Voyager series.
