... In a game of Risk.

The rules:
-Neither Q nor Tzeentch are allowed to kill each other.
-Both can turn their armies into whatever they want, provided that they're still small enough to be used as pieces. Insta-win pieces are not allowed. Neither is turning their opponents armiy pieces into something else.
-Neither is allowed to call on outside help. (Like they'd need it.)

Now, who wins this game of strategy?

neither. Tzeentch will mumble "All according to plan" every five minutes, even before the game has started, and Q likely will get bored and wink out to go bother Picard again.
