What does Worf mean?

What does Worf mean?

Franchise: Star Trek Series: The next Generation Season: 07 Episode: 19 Title: Genesis wrote: WORF: The next test will involve the new photon torpedoes. The explosive yield has been increased by eleven percent and I have enhanced the targeting system for increased accuracy.
Is Worf saying that the explosive yield has been increased in relation to the yield in the last test, or is Worf saying if the new torpedo works correctly the maximum yield will be 11% higher then the old design?

Both, the older torpedoes were used in the previous test and the ones in this test, the new ones, will have a 11% greater yield and (hopefully, but not) a better targeting system.

Is Worf Talking about maximum yield or a lower setting? I've heard people argue both ways, and i'm not sure you can be sure.

I see what you mean. I would assume that because there are new vs old torpedoes Worf is discussing the differences between the types, after all that seems to be what the testing is about.

But would you test a new guidance system with a warhead in the torpedo? The fact that they are running tests would call into question what Worf means.
