Both, the older torpedoes were used in the previous test and the ones in this test, the new ones, will have a 11% greater yield and (hopefully, but not) a better targeting system.

Is Worf Talking about maximum yield or a lower setting? I see what you mean. I would assume that because there are new vs old torpedoes Worf is discussing the differences between the types, after all that seems to be what the testing is about.
