Tal'Kir evidience Vulcan still has fleet will after TNG

The fact seen at least Tal kir Vuclan still has defence force. Make one wounder if most races that part Federation control smell fleets of thier own protect home world.

Well, we have seen some hints that some Federation members maintain their own ships not crewed by humans; however, there's certainly a lot of room for ambiguity.

I tried looking up "Tal'Kir" at Memory Alpha and several other Trek resources, but got nothing. Are you sure that's the proper spelling and all. What episode or movie is it from?

It was in (ENT: "Future Tense") that is the name of the episode it was in.

I found it, but it does not prove that Vulcan has a fleet post-TNG, since the Tal'Kir is a Vulcan ship from the 2150's.

A Vulcan science vessel is not an indication of a fleet, at least not in the sense of a warfighting force like they had in the 2150's.

Since the OP doesn't specify a war fleet or civilian fleet, the Vulcan National Merchant Fleet as the agency responsible for operating the T'Pau is mentioned in a read out display in the Qualor II Depot Z15 inventory database as seen in "Unification, Part I" [DS9, Season 5].

A even science research starship could still carries some weapons a Vulcan Science vessel according to (DS9: "If Wishes Were Horses") was armed with pulse wave torpedoes. Meaning that Vuclan Research starship armed with at least some weapons.

That was 200 years ago. The Okudas date it at 2169, though there is a contradictory line suggesting "mid 23rd Century" just before "200 years" is mentioned. The 2100s date is more strongly supported, if even unnecessarily exact on Okuda's part.

Well the interesting thing about it is that it shows the Vulcans didn't lose their autonomy in spaceflight 8 some years after the Federation was founded in 2161. Indeed, in "Future Tense" T'Pol and Archer while going through Daniel's holographic archive find a Vulcan ship design similar to the S'hran and Surak types, but with a tri-nacelle drive instead of the classic wraparound ring nacelle. T'Pol notes on seeing the ship that it has not yet been built. Given the events of Vulcan Civil War and the Syrranite movement just two years later, that the Vulcans continued to build large starships on their own is quite interesting.
