What would happen to Federation is Earth was destroyed
What would happen to the Federation if the Earth was completely oblierated by the Death Star. Of course, 6-11 billion Federation citizens would die in this assault. Starfleet Headquarters, Starfleet Academy, the Federation Council Headquarters, the Federation Communications Office, and the Office of the President would be destroyed as well. Countless historical relics would be lost. The Admiralty and government would be wiped out.

What about: they install the HQ on one of the oldest human colonies?
The immediate after effect would obviously be an extreme militarization of the UFP, with possible excesses. Secret services and dreadful weapons making a return, some protocols and treaties being reconsidered and arranged. The UFP would lose very little on the industrial side of things. The only reason one would destroy the UFP, aside from personal gripe or madness, would be seeking to take advantage from the resulting short lived chaos and then the longer timed militarization. The Ferengi are prime candidates to this: most UFp worlds still exist, but they'll want to acquire anything that's good enough to reinforce their power and defense, and eventually beyond what the UFP can offer. It means good business time. After all, money is amoral.
You could even find a few UFP worlds considering seceding, unless the local power manages to maintain its "grip". It could be a source of local conflict as well, and the sooner the UFP relocates its HQ, the better.

I mean, would the Federation cease to exist because the Death Star suddenly came out of a wormhole, destroyed Earth, and went back into the wormhole? How would the rest of the Federation react? What would the Federation's enemies do.

Although it would be a major blow to the Federation, it would not necessarily be it's downfall anymor than the loss of Vulcan (one of the four original founding members, and probably the most advanced of them), was in Star Trek 2009.

The Federation would, at the same time, start an investigation to know who did it, where they came from, and why they did this, and Starfleet would most likely call military law in effect while the Federation re-organized itself and elected new officials...

Earth is the capital of the Federation. Starfleet Academy, Starfleet Headquarters, Federation Council Headquarters, the President's Office, the Federation Communications Office, and possibly all the government ministries, as well the Offices of the Ambassador of Earth, Ambassador of Vulcan, of Andoria, of Tellar, of Betazoid, etc. would all be wiped out, since they all are located on Earth. This would eliminate the supreme command structure of Starfleet and the Federation government in general. 12 billion Federation citizens would perish. In orbit of Earth, the radiation of the explosion of Earth and the broken up parts of Earth would surely destroy or at least severely damage the Moon, Earth Spacedock, and San Fransisco shipyards. I include the sentence before because the Death Star has been described to be able to knock moons out of orbit when destroying planets. What would happen to Starfleet and the Federation in general? Your question is no different than asking what would happen if Washing D.C. was suddenly nuked. Yes, it would be a devistating blow, but it wouldn't destroy the Federation. Just so, not the entire government is located on Earth at one time nor are all the admirals (which ST has a rather large amount). The remaining Admirals would install military rule until new officials are put in place, Starfleet Command and the rest of the capital would either be relocated to Mars or Vulcan, probably the former. The Romulans might try to take advantage of it, but that's the only power that could or would. The Dominion's contained, the Borg couldn't care less, and Chancellor Martok is a close friend of the Federation.

Let me intensify the situation. Let's have that every single Admiral is on Earth for a important military meeting. As well every single government official for a important political meeting. Now have the Death Star destroy Earth with all of the Admirals and government officials on the planet. This scenario is really stretching the limits of any kind of credibility. What in the hell would be so important that every Admiral in the whole Federation Starfleet would be doing there on Earth? There's never been any time in ST, never mind Real Life history, where such a ludicris thing has happen. Given that the UFP has a fair amount of sovereignty for each of it's members, it is likely that the indivdual goverments enact emergency procedures to deal with the situation, namely to appoint or elect new council members and ambassadors posthaste, and a number of commodores, fleet captains, and rear admirals get rapidly promoted. The Romulans might not even be an issue if this is happening in the Prime Reality after the destruction of Romulus as depicted in ST 2009. As pointed out already, the Klingons are allied to the Federation, and post-Dominion War are not likely in any condition to exploit the situation as it is, even if they broke the Kitomer Accords. The Borg do not possess intelligence assets like other conventional powers do, so the Collective's awareness of the UFP's political situation is unlikely, unless they just happen to assimilate a ship at the right time, or mount another attack by sheer coincidence.Youngla0450 wrote:Let me intensify the situation. Let's have it that a important military conference is called by the Commander of Starfleet, who is the most powerful Fleet Admiral in the Federation, as well the President of the Federation. This conference requires the presence of every fleet admiral, admiral, vice-admiral, rear-admiral, commodore, and fleet captain. Then the Death Star destroys Earth during this conference, which also has the Ambassador of Vulcan, the Ambassador of Betazoid, the Ambassadors of Tellar and Andoria, the President of the Federation, the members of the Federation Council, and every government minister in attendance. Then the Death Star destroys Earth during this conference.

The president of the UFP and the CNC of Starfleet are not one and the same. There is no logical reason for either of those two to order every single high-ranking officer in the Starfleet, as well as the local defense forces to show up on Earth. No crisis that we have seen has ever precipitated such a daft thing.

Then have the Death Star destroy Earth, thus exterminating all of Starfleet Command, the Federation government, and the chief ambassadors of the Federation in the process.
