AT-AT's walked through the shield and not under it.

Humans walk through shields and not under them.

Droids walk through the shield, and not under it, but they did not take their repulsor lift tanks with.

Every time we see something go through a shield that is on a planet it is:

1) not a repulsor lift craft craft. It is always a walker, or person walking.

2) moving slowly. It is as if the shield will only stop things of a certain speed, or is sort of like jello.

For some unstated reason they do not use repulsor lift craft for such mission ever.

What I'm saying is that, even if they can fly under the shield, their maneuvering ability will be affected, plus the EU states Ties have horrible atmospheric maneuverability (horrible meaning worse then their space maneuverability, which isn't too good either)...
So you have a limited Z axis, which means no flying up in the air to evade low flying speeders, and you have the maneuverability of an agile brick, which helps even less...
But not the rebel fighter-ships shooting them down; likewise their bombs could be shot once inside the shield by "Patriot laser-cannons" etc.
What fighter ships?
The rebels needed to adjust their speeders for prolonged use in Hoth's cold, so I can'y see how any X-Wings would be used against the Ties flying under the shield.
But this makes me realize the Tie fighters and Bombers would not have been able to be efficient either in this cold.
Which leaves orbital missile strikes through a supposedly Ray "only" shield.
And as Lucky said, SW has never demonstrated any capability to shoot down incoming missiles, so we cannot assume a missile strike from orbit would have failed.
And again, only one missile or bomb or Torpedo is needed to bring the Generator down.
Since the fleet did not use missles, then the logical conlcusion is that Hoth's shield is a Ray AND Particle shield.

I do not remember Hoths shield touching the ground.

If it did and it slowed things passing through it the snow would have collected in massive drifts around the perimiter.

Exactly.

If it had been touching the ground its outline from all that snow would have been clearly visable.

It still doesn't support the "pure Ray shield" theory, since they still did not bombard the base using missiles and Torpedoes, or even bombs...

Not sending repulsor lift vehicles through shields that can be walked through is something that is done consistently for reasons never explained. It is consistently seen in at least two Eps. of G-canon, and a few in T-canon. Maybe repulsors react badly to shields?

I always figured that the gungan shields were too small and low to the ground for a air assault to be effective.

After the gungan shield dropped was air support used i cannot remember?.

Talk about a blast from the past. First time I talked about that was at B²; I remember pointing out that droidekas roll by using repulsors, I suppose placed in such a way that they get their angular momentum, the stabilization being maintained with the mere forward roll.
So it would seem that there's no reason repulsors can't be quickly switched on and off.
And seriously, just how much would it cost to have like three auxiliary wheels on a repulsor tank?

Or a slightly longer gun barrel.

Either you assume they are all idiots, or you assume there is some technical limitation. I don't like assuming they are all idiots.

No it wasn't. Actually, only army in SW I remember that was using air support was Grand Army of Galactic Republic. Empire was shown to have abilities for air support but never used it (TESB, scene where TIE bombers throw bombs at asteroid); Rebel snowspeeders were not "air support" but rather first line of defence, and only two armies remaining - Trade Federation and CIS droid armies - never showed use of air support.
