Gravity Drive Systems (Using artifical gravity to propel)

In Larry Niven's Man/Kzin Wars short story compilations (And most specifically in the FIRST story, "The Warriors", the Kzinti start out with a drive that works by generating an artifical gravity field around the ship that can be vectored in any direction, at apparently arbitrary G-forces.

Now, according to some people, No such artifical gravity drive would be possible, because no matter how strong a gravity field you generated, despite the numerous Sci-Fi artificial gravity systems that violate this, there MUST be another mass to work on to move the ship.

To put it another way, they say that the USS Wile E Coyote can sit there, unaffected, in a 500G artificial gravity field, all vectored forward, unless it looks down the gravity incline and sees a mass.
