Keep in mind the context of the situation. The Kazon were not out to destroy or serious damage Voyager, and they knew they had an ace in their sleeve in the form of that one Kazon who pretended to defect, and whom he had a bomb planted inside himself to damage the ship's power systems. This was all planned out by Seska well in advance and she knew the ship inside and out, so the tactic might have been designed around intimidating the Federation ship into either dropping from warp, or into expending torpedoes pointlessly in advance.

On the topic of the Kazon, I think Janeway felt that photon torpedoes were scarce and there was little point in wasting them on the Kazon unless the Kazon actually seemed like a dangerous enough threat.
