Are there any other known hand phaser settings in Star Trek?

I think in the TNG episode "Frame of Mind" Riker in his dream sets a hand phaser to Level 16, wide field, and that he said that it would take out half a noticeably sized complex, but I could be wrong about the setting's actual number being mentioned. I know that the rifles have a Level 16 setting, though.

Out of curosity if I could trouble you for where phaser rifles were confirmed to have sixteen settings? From TNG: "Aquiel" a phaser set to level ten would be expected to burn away a human body with a thirty to forty second discharge leaving only cellular residue.
Riker: "It was set to level ten. Standard procedure requires that all phasers are set on level one when they're in storage."
Worf: "That means that someone deliberately changed the setting. And then there is the matter of your conflict with Lieutenant Rocha."
Aquiel: "Rocha and I had our disagreements but that does not mean I would kill him."
Riker: "Have you been able to remember anything that happened after he attacked you?"

Riker: "Doctor Crusher tells me that in order to inflict the kind of molecular damage found in Rocha's remains, it would take a sustained phaser discharge of at least thirty to forty seconds. That doesn't sound like self-defence to me."
Setting three or four are high stun settings according to DS9: "Homefront". From TNG: "Night Terrors" we see setting 6 and 7 causing sever burns. And of course there is setting 16 capable of tunneling through rock in TNG: "Chain of Command".

Type I phasers appear to have only eight settings yet can vaporize a humanoid form. Thus, 40 seconds at level ten being required to make a greasy spot is contradictory.

Well, most of your examples are from TNG, but there is this one from TOS' "Obsession":
KIRK: Take your men. Make a swing around our perimeter. Scan for dikironium in the atmosphere. Set your phasers on disrupter-B. If you see any gaseous cloud, fire immediately. You're on Red Alert. Make a sweep.
Unilke the TNG-era phasers, the settings were controlled via a dial on the back of the Type-II pistol and a little wheel dial on the Type-!. The Type-II dial had a series of gradation markings on it, but of course all of that is not visible when the characters make the adjustments, such as the one Kirk makes in "That Which Survives" when trying to dig a grave for D'Amato:

Presumably this is the same setting that McCoy refers to in the same scene that lets a phaser heat matter to 8,000 degrees C.

Setting seven on a type-II can't vaporize people (in short order) and unless setting eight is a large jump up it shouldn't be able to either. Was there anything specifically stating type-I phasers are limited to eight settings? They only have eight lights, but so do the "Dustbuster" phasers.

I don't think there's a quote to that effect, no. As for the number of lights, the old Type II has 10, though they could light green or blue. And after reviewing the Type I at Phasers.net, it actually appears to have nine lights.
